Limited Specialty (C-61) contractor insurance in California

C-61 limited specialty is the umbrella license for dozens of D subcategories — from D-49 tree service to D-28 doors and gates and D-64 non-specialized work. Insurance depends on which D subcategory you hold, and C-61/D-49 tree service must already carry workers' comp.

CSLB's public license file (September 2026) shows 17,252 current C-61 licenses statewide. 59% have a workers' comp policy on file and 36% are filed exempt. 38% are sole owners, 54% corporations and 6% LLCs; 825 were issued in the last 12 months.

Right now 290 C-61 licenses are suspended for workers' comp and 598 for bond problems — a suspended license cannot legally contract.

Workers' comp rules

C-61/D-49 tree service must carry workers' comp now, even with no employees. Other C-61 D subcategories need it with employees; a license with no employees can currently file an exemption, and beginning January 1, 2028 (SB 1455), CSLB will require workers' comp for all active licenses, with joint-venture licenses the only exception.

C-61 covers many different D subcategories, so the WCIRB class depends entirely on your actual work.

General liability

Underwriting for C-61 starts with the exact D subcategory, because a D-49 tree service and a D-34 prefabricated equipment installer are completely different risks.

Contracts commonly require $1 million per occurrence / $2 million aggregate, additional insured status for the GC or owner, primary and non-contributory wording and a waiver of subrogation. We request additional insured endorsements for you when a contract calls for them.

Commercial auto

Most C-61 contractors run vans or pickups; tree services also run chip trucks and chippers that need proper scheduling.

California's private passenger minimums are 30/60/15 (since January 1, 2025); contracts usually require $1 million combined single limit.

License bond and LLC rules

Every active California contractor license needs a $25,000 contractor license bond on file with CSLB (raised from $15,000 on January 1, 2023). For owners with good credit, the bond commonly costs about $140–$250 a year; price depends mainly on credit.

LLC licenses also need a $100,000 employee/worker bond and liability insurance of at least $1 million (plus $100,000 per member over five, up to $5 million).
