What a C-20 license allows

CSLB defines the C-20 Warm-Air Heating, Ventilating and Air-Conditioning Contractor classification as follows: “A warm-air heating, ventilating and air-conditioning contractor fabricates, installs, maintains, services and repairs warm-air heating systems and water heating heat pumps, complete with warm-air appliances; ventilating systems complete with blowers and plenum chambers; air-conditioning systems complete with air-conditioning unit; and the ducts, registers, flues, humidity and thermostatic controls and air filters in connection with any of these systems. This classification shall include warm-air heating, ventilating and air-conditioning systems which utilize solar energy.” Source: cslb.ca.gov licensing classifications.

As of September 2026, CSLB lists 11,454 current licenses that include C-20. 95% have workers' comp on file, 0% are filed exempt, and 870 were issued in the last 12 months.

Insurance and bonds a C-20 contractor needs

  • $25,000 contractor license bond — required for every active license.
  • Workers' comp — C-20 cannot file a workers' comp exemption: every active license must carry workers' comp or a Certification of Self-Insurance, with or without employees.
  • LLC licenses — liability insurance of at least $1 million (up to $5 million by member count) plus a $100,000 employee/worker bond.
  • General liability and commercial auto — not required by CSLB for most licenses, but required by nearly every GC, owner and public agency contract.
