What a C-47 license allows

CSLB defines the C-47 General Manufactured Housing Contractor classification as follows: “(a) A general manufactured housing contractor installs, alters, repairs, or prepares for moving any type of manufactured home as defined in Section 18007 of the Health and Safety Code, any type of mobilehome as defined in Section 18008 of the Health and Safety Code, and any type of multifamily manufactured home as defined in Section 18008.7 of the Health and Safety Code, including the accessory buildings or structures, and the foundations. A manufactured home does not include any recreational vehicle, commercial coach, or factory-built housing as defined in Section 19971 of the Health and Safety Code (b) A general manufactured housing contractor may provide utility services on a single-family individual site placement. Utility services mean the connection of gas, water, sewer, and electrical utilities to the home.” Source: cslb.ca.gov licensing classifications.

As of September 2026, CSLB lists 416 current licenses that include C-47. 50% have workers' comp on file, 47% are filed exempt, and 12 were issued in the last 12 months.

Insurance and bonds a C-47 contractor needs

  • $25,000 contractor license bond — required for every active license.
  • Workers' comp — A license with employees must carry workers' comp. With no employees you can currently file an exemption; from January 1, 2028 (SB 1455), CSLB will require workers' comp for all active licenses except joint ventures.
  • LLC licenses — liability insurance of at least $1 million (up to $5 million by member count) plus a $100,000 employee/worker bond.
  • General liability and commercial auto — not required by CSLB for most licenses, but required by nearly every GC, owner and public agency contract.
